How Do I Know If My Windows are Affected by the New Retrofitting Requirement?
Appoint Only BCA-Approved Window Contractors
To check/retrofit/install windows, please engage a BCA approved window contractor listed with HDB.
For retrofitting of aluminium casement windows, you can also engage a BCA approved window contractors from our listing of HDB's Building / Term Contractors.
You can also engage any of the BCA approved window contractors appointed by their Town Councils. You can look up the information at your respective Town Council’s notice board or newsletter.
Submit Retrofitting Report
Upon completion of the retrofitting works, the approved window contractor will provide you with a retrofitting report, duly signed by their installer. This report is part and parcel of the retrofitting process/requirement and is to be provided by your window contractor at no extra charge.
Please submit the completed retrofitting report (Form B) to your HDB Branch Office, or via the E-Window Retrofitting System (EWRS). Do keep a copy of the retrofitting report for future reference.
Failure To Retrofit Your Windows
Please note that flat owners who fail to retrofit the windows to stainless steel rivets by 30 September 2005 can be fined up to $5,000/- and/or sentenced to 6-month jail term.

How to avoid misunderstandings
The engagement of the window contractor is a private arrangement between the flat owner and the contractor. Before you engage the window contractor, we advise flat owners to:
- find out from the contractor the type and extent of work that needs to be done and how much it would cost
- compare rates and negotiate the price and study the terms and conditions.
This will help you avoid problems/complaints like overcharging by the contractor or unnecessary work being carried out,
As a general guide, the maximum indicative rates are $40 (excluding GST) for checking of windows (including transportation cost)and $0.80 each (excluding GST) for changing a rivet. The rates can be found in HDB InfoWEB at www.hdb.gov.sg under Renovation & Maintenance>Renovating Your Home>Engaging A Contractor>Window Works>Indicative Charges.

What to do if rivets are not firmly secured?
Your BCA-approved window contractor is responsible for the proper installation of the rivets. After the retrofitting is completed, check that the rivets are firmly secured onto the frames. If there are loose rivets, immediately call back your window contractor to promptly rectify the irregularity. If your window contractor refuses to rectify the work, please inform HDB so that we can take appropriate action against the contractor.
